Under an SBA-approved Mentor/Protégé program, Tipping Point Solutions and Chippewa Government Solutions forged the Joint Venture of NationPoint to expand and enhance their combined offerings supporting Government and Federal customers.
NationPoint LLC (NP) is a Joint Venture (JV), Tribally Owned 8(a) Disadvantaged Business with both principal partners being current 8(a) participants. NationPoint also maintains eligibility as a Tribally owned 8(a) Joint Venture, eligible to receive Sole Source contract awards up to $100M as permitted under 13CFR 123.506.

(92F) Petroleum Supply Specialist & (92W) Water Treatment Specialist Virtual Reality (VR) Individual Tasks in a Shared Environment (ITSE)
NationPoint is developing 12 hours of Level 4 Interactivity, Virtual Reality (VR) Distance Learning to include a Course Introduction, eight animations, eight Practical Exercises (PE), and 34 new 3D models with an estimated 810 individual parts. The 3D environment will host up to 20 students simultaneously and their instructor as well as incorporate other gamification features.
Project Goals:
- Leverage VR technology to create courses with interactive components that allow Soldiers to set up and operate Petroleum and Water Treatment equipment in a safe virtual environment that complements and augments a Soldier’s proficiency level.
- Create courses that foster collaboration and problem solving with other Soldiers in a shared gaming environment that will translate to real world operational readiness.
Design & Development Deliverables:
- Instructional Media Design Package (IMDP)
- Create storyboards for each PE using a collaborative online visualization tool
- Create all new 3D models using Maya Autodesk
- Create Learners Performance Dashboard to enable instructor tracking and evaluation of student performance.

Education, Doctrine, and Instruction for Intelligence Efforts (EDIF-IE) Contract
Tipping Point Solutions, Inc. (TPS) and Chippewa Government Solutions LLC, NationPoint LLC Partners, are teamed to provide ongoing support to the US Army Intelligence Center of Excellence (USAICoE) with a staff of 51 individuals that help execute the commands mission to stay at the forefront of education, training, doctrine, and operational proficiency / excellence to meet USAICoE goals and objectives of focusing on modernizing intelligence capabilities and enhancing operational effectiveness. Our team provides USAICoE with Program Management and Requiring Activity (RA) Support across a broad-spectrum of organizations within the Directorate of Training and Doctrine (DOT-D) that impact not only USAICoE, but also the greater Army, Joint Commands, and Allied Partners.
Project Goals:
- Manage the EDIF-IE support services to develop and maintain current and relevant training products, guidance and instruction through continued research and analysis of doctrine, policies, and training methodologies.
- Research Support—Perform research support to RA’s to include (but not limited to) other operational and CoE locations to collect data, holding interviews and after- action reviews (AAR), attending meetings and conferences, analyzing military papers, objectives, critical task lists, current instructional methodologies, doctrine, regulations, and the reviewing the newest technology.
- Product Development —Perform a wide variety of product development in support of the RAs. Areas of support will include (but may be not limited to); creating training and doctrine material in multiple formats such as: multimedia, graphics, web design, virtual environments, publications, official briefs, white papers, and reports. Create and maintain draft updates to doctrine and associated training publications, recording meeting minutes, and historical records.
- Instructional Support—Perform Instructional oriented services in support of the RAs. Anticipated areas of support will include (but may be not limited to); instructing training methodologies, instructing on new product development usage, and updating and maintaining instructional related architecture and associated websites.

The Combat Medic 68W Virtual Learning Sustainment Program (VLSP) Training
The resulting development serves to provide cognitive skill assessment and sustainment for the combat medic specialists that align with prerequisite 300-68W10 course and the follow-on face-to-face Combat Medic Sustainment courses. The IMI shall include a course pre-test, adaptive learning and guided practice in lessons, and highly complex battlefield scenarios with realistic visuals and audio.
Project Goals:
- Bridge unit and 68W Soldier training gaps incurred from critical task updates implemented in response to emerging operational mission requirements including prolonged care, and primary care.
- Sustain 68W cognitive skills biannually in support of NREMT certification maintenance and in preparation for hands-on skill assessment.
Under the Analysis Phase, our team conducted the below five (5) analysis reports to support 161 individual critical tasks (skill Levels 10-40):
